Mini-14 584-89 something crooked

I got this Mini 14 in a trade. I put a scope on it and can sight in a vortex scope, which has around 80 moa of adjustment range on the windage, but have adjust it to within 5 moa of bottom left windage. To the eye something doesn't look right, so I lined up a straight edge along the left side and right side of the scope mounts. (see photos) I think maybe the barrel isn't screwed in right, the hole where the barrel screws in isn't perpendicular to the front face of the receiver, or the scope mounts are misplaced. I don't think this is a gas block problem, as the problem persists with the stock and other parts removed. The gas block is only touching the barrel, but the straight edge still indicates barrel or sight misalignment. I suppose I have to send this back to Ruger.

Personally, I would send it to ASI in Colorado and have them inspect it.

Incidentally, I was considering sending a Mini-30 for the full accurizing package at ASI. As for this Mini-14, I had an open mind, but now I just want to get rid of it, but can't because I can't sell it to anyone in this condition. But I think you have a compelling idea. ASI definitely could tell me what is wrong. But I should probably start by attempting to explain it to Ruger on the phone. Who knows, I could get a new mini out of it. Incidentally, this mini that I acquired in a trade was shipped in 2023 according to Ruger's serial number lookup.

I'm sure ASI can diagnose the problem, but they do not perform Ruger Warranty work. I suggest sending it to Ruger.

IDK if it is possible to do so, but if you would rather have another model of Mini-14, and Ruger says that the receiver on this one is mis-made and must be replaced, ask if you can add the difference in cost between what you have and the different model. Nothing ventured, nothing gained.

My first Mini had the same issue, impossible to sight in as I ran out of scope adjustment. The mounts are incorrectly set. Returned it to Ruger and they replace the unit with a new 580 series.

my 30 had the included mounts improperly machined. ruger must not check alignment after machining. I did a bit of file work on the front mount 'scallop' to bring into alignment. shoots good after a bit of fitting. shim receiver, bore polish and muzzle crown (magnifying glass showed rough edge) and trigger job, and gas block to fore end bedding.
I'll put it up against any factory barrel 189 series. strings vertically when hot but I adjust for.

I have not heard of gas block to fore end bedding, what is that exactly?
I've only heard of regular glass bedding on both sides of the receiver, or 3 pillar bedding.
I sent it to Ruger already, so we'll see what happens.

My 2021 584 Series Mini-30 had a front sight that was crooked, causing me to drift the rear sight all the way to one side. Called Ruger CS, they emailed me a shipping label. 15 days later I had it back, where with the rear sight dead on in the midddle both windage and elevation, was dead on, POI/POA, at 50 yards with PPU ammo.

refer #7 above - I secured the liner with fine thread screws then pulled the U shaped front piece, using release agent I built up JB Weld on the tip until a snug slip fit into the block.
Can't really say how much if any benefit due to bore polish, crown clean-up and fit an Eagle combo front sight and brake (incidental the correct O.D. for my bayonet bolster to mount on) the same time. I've yet to see a factory stock Mini the liner tip wasn't really tight into the block.
I did get real good results with tighten groups after the receiver shim and trigger tune all together.
