Chris C, You seem to be quite methodical in your pursuit of accuracy.
If you don't mind I'll make a few suggestions.

The stock screw tension can vary between stocks. 30lbs is Ruger's spec. On my target builds I've ranged from 22-28 and have even "tuned it" from day to day based on temperature. I have an extremely accurate WIHA TORQUE WRENCH
Before you "bed" try a simple shim made from plastic/vinyl of a plastic bleach bottle. 1-2 thicknesses produced 7-9 lbs of up pressure on mine and made a huge difference. Yeah, you'll have to re-sight your scope.
There are also aftermarket special V blocks to reduce or eliminate barrel drop on a heavy bull barrel.
The usual after market hammer and sometimes sear can help as well.
Lastly choice of ammo is critical! CCI, Mini Mags, Fed Auto Match or if you really feel extravagant Wolf Match and the like can make a night and day difference.

A huge key to accuracy on a 1022 as well as a Marlin 60 is that take down screw tension. With a stock barrel accuracy can be improved from a grapefruit size group to one of respectability ....in some cases inside an inch.
Suggestion:
Shoot a few rounds at 20lbs and incrementally up to 30lbs. You'll find the sweet spot for your gun without breaking the bank. Keep everything else constant especially ammo by lot#.
The torque wrench in "inch lbs" is an essential tool for attaining accuracy.
