Damn good question.
I don't recall anyone discussing load development with the Target model.
I find there are already too many variables in reloading...and a harmonic dampener adds one more!
Sure, you can "select" a powder, as you say. That narrows the variables to bullet weight, bullet type, and load. Definitely keeps it simpler.
But, maybe your rifle will like H335 over Varget or Tac... maybe the lighter bullets will shoot better with one powder, and the heavier ones with another...

Like I said- good question. For me, I think it would depend on
how much effect the dampener has on groupings. If it's nominal- used for "tweaking", as you say- then I would agree that your proposed approach would be logical.
But...IF the dampener is capable of a more pronounced effect- say, giving you a shotgun group on one setting, to an MOA grouping on a different one, then that's a different ballgame. In that scenario, using the dampener as a "tweaker" only after you've selected the bullet and load would mean you could be passing over a lot of possible good combinations.
It is an interesting subject, and I don't recall seeing many posts here about the effectiveness of the dampener. Keep us posted on how it goes...
I think that those of us that reload never get around to zeroing our scopes. I know I haven't after 6 months with my Mini- there's always a different load/bullet/powder combination that I haven't tried yet!
