The feds are very picky about barrel length.Just curious... Ruger states the barrel length on the new Tactical Mini-14 is 16.12 inches; does that measure out to the end of the screw-on flash supressor, or does the flash supressor add another inch or so to the 16.12?
If you "permanently install" your flash hider or compensator, you are OK to measure from your bolt face to the end of the permanent device.The feds are very picky about barrel length.
Suppressor is not rifled and is an independent device.

Correct, I know a few guys with 14 inch M4 barrels that have 2+ inches of flash hider permanently installed and pinned with the pins spot welded over and they are good to go and legal.If you "permanently install" your flash hider or compensator, you are OK to measure from your bolt face to the end of the permanent device.
the presence or absence of rifling has nothing to do with it.
