Question Do matching #s always indicate "pre-ban"?

My interest in guns only really began in '07, in my 50s.
Did almost all Norincos have matching #s when they were first imported into the US (pre-Clinton?)?
I could search SKSboards to find the importation time span.

As for Russians, Yugos, Albanians and Romanians, I also have no idea.
