Quality of glass is 10 times more important than tube size. 1"= 25.4mm
When talking cheap scopes, 30mm or not, still cheap crap. If you are looking for a good scope in low light you should be concerned with exit pupil size. I believe the most the human eye can open to is 7.7mm. If I am wrong, I am close. So, a scope with at least 8mm exit pupil or bigger is good for low light. But, you also need good glass for that to be effective also. Most cheap 30mms do not offer more adjustment than the 1" scope. Beyond that, if you have to adjust your scope anywhere near the limits of the scope, your setup is horribly wrong.
On another board a week or so ago, a rep from Leupold was on live chat. He said basically this. A decent lower end scope is probably built as well as our (leupold's) better scopes. The difference is, quality of materials, and quality of glass. A scope will either work, or it won't. I will hold zero, or it won't. The price doesn't matter that much because the process by which they are made is fundamentally the same. It comes down to how good the material is, and how precisely it is put together.

Well the scope i was looking at buying was the Leupold VX-L long range extreme varminter, and i was going to use it for some long range shooting and i was just wondering that if 30mm was bigger then i might possibly need a bigger tube for the fact that i will be dialing some of the crosshairs on the varmint recital in for some rather long distances.
an excellent choice F&S. you will have more vertical & horizontal adjustment with the larger tube. long range also requires doping the wind. that is the tough part. i don't know what you're shooting but wind drift can affect some calibers quite a bit. anyway a great choice for a scope.
Unless you are going to be aiming for 1000yards or more, you should not have any problem. The only thing is, many believe that the closer to zero the scope is, the better it is. I have heard this many times. If you are looking for shots that far, then a compensated mount would not be a bad idea. You can order various mounts for 5, 10, 20, etc moa elevation compensation.
As for the VX-L line of optics. I do not think you can pick a bad one. If I were going to spend that kind of money on the optic, I would spring the little extra for the larger scope. This is the kind of quality optic where you would actually see the benefits of the larger tube diameter.
yea i think ill like it too. i am thinking of getting the 6.5x20x56mm VX-L varmint reticle. and im going to put it on a browning a-bolt 243 wssm varmint stalker with 24" barrel and 1 in 10" twist which i think i may be able to pull off a few 1K yard shots because of its such high velocity.
But this one might be ok, I don't consider my 1" version to be lacking.
