Looking for info on OLD RIFLE SCOPE....

I have this rifle scope that has been laying around in a junk box since my Dad passed away nearly 29 years ago. I am trying to find any info possible. it is a 3-9x32 scope and on it in fairly large print (as though it's a company name) are the words 'UNIVERSAL STANDARD'. Beneath that is printed in smaller letters, 'Hialeah, Florida'. It also says 'JAPAN <OP> 93' on the edge of the windage turret. I have googled it and not found anything I can link to this scope or the manufacturer.
I am certain it is a very low end scope (we never had any money growing up - still don't really), but the optics seem to be pretty clear.
Outside of finding specific information on this scope, do any of you know of anywhere I might could send it to be cleaned up and have the seals around the bottom of the turrets replaced as they have become brittle and broken.
Sorry I let this get long, but any and all info is much appreciated.
