My Mini 30 gets light primer strikes on Tula and Wolf. If yours doesn't you'd probably be okay to shoot it. As far as expansion goes watch this video:
I've seen my brother shoot a couple whitetail deer with his SKS using 123gr hollow point wolf ammo. That's a worse ammo choice and those deer still died without too much fuss.
You can probably find better bullets, but this one isn't the worst.
PPU soft points are brass case, Boxer primed, and not much more money than Tula.
Save the Tula for shooting tin cans, and use better ammo for hunting. The PPU will for sure go off. The Tula, kind of iffy.
