Spending on welfare tops 1 trillion dollars in 2011, and the government wants more people signed up on welfare?

What is going on here? Spending on the federal level is out of control, but yet they want "more" people on welfare?

This almost sounds like something from a science fiction movie where the government tries to brainwash people.

I remember reading about this a couple months ago and thinking, "Why the hell is the USDA excited about the growing number of folks on Food Stamps?!"

I just can't wrap my head around it. It's not as though they have to advertise and "recruit" customers. High numbers of folks on food stamps means something is fundamentally wrong. And any government agency that is proud of those numbers is absolutely mental.
