In my travels on the net I've seen torque values for the gas block screws from 13 to 36 inch pounds. I understand Ruger treats this as "top secret" information, could cause the fall of the free world or something. I know this has probably been discussed many times but please humor this little old bald headed man.

Try 24-36 Inch Pounds as per here, http://www.perfectunion.com/vb/showthread.php?t=43577.

Midwayusa has a "torque-limiting" screwdriver, and it looks like the ticket for tightening up those gas block screws. It's pricy at about 50$, but alot cheaper than some of the inch/pound torque wrenches i was looking at. Plus, one can use it for mounting scope bases and rings to a repeatable torque level.
I'm thinking about getting one, but the pistol I just bought has closed up the kitty as far as any more gun-related purchases. Per wife-AKA house commander!!
