New to all this, where is the best place to find a shooter, I'm not a collector. Next question how much is it going to cost ?

"CMP" stands for the Civilian Marksmanship Program, the successor to the "DCM" or Director of Civilian Marksmanship. IIRC, you join a gun club that holds high power rifle matches. Shoot in matches (many of these clubs have loaner rifles from the CMP), then apply to the CMP for whatever rifle they still have in storage. The rifle will be sent TO YOUR DOOR. No FFL need intervene. Anybody who's recently bought an M1 or a 1903 from the CMP can give you more details.

How does one find/join the CMP?
A check of FAQ's on the CMP website reveals that you don't join the CMP. You join a CMP affiliated gun club (there are 1800 in the USA). You can find your nearest club by searching the clubs by state. I found that PA has more than 100, and there are 2 or 3 within about a half hour of my house. With proof of participation in CMP events, you apply and pay for a rifle and await delivery at your home. If you don't or can't participate in sanctioned matches, the FAQ's indicate that the requirement is waived if you are 60 or older, if you're on active duty in the service, or a retired vet. It also seems that a copy of your DD214 is sufficient, also (if you have to ask what a DD214 is, you don't have one!).

Also, you must participate in at least ONE CMP related shooting match or high-power rifle clinic within 2 years of applying for CMP purchases(takes about 2 hours) or, if you have an FFL, C&R license, you can skip the shooting match/clinic. As long as you can prove membership in a CMP affiliated gun club(NRA does NOT count), are a US citizen, NOT a felon & over 18 with the legal ability to own a firearm, you can qualify.

If you don't want a "collector" you can always get one that was "sporterized" in the past. I have a beautyful one that I love to shoot (Remington 1903 and yes I bought it after the fact). It has a walnut mt carlo stock with ebony forend tip. I polished the action and its as smooth as silk.

You can find them in most pawn/ gunshops hiding in a corner somewhere. They are not as loved as the mil-spec versions that have survived unaltered, but they shoot just as well and sometimes have very costly aftermarket action upgrades that are no considered to "devalue" it in todays mil-spec oriented world of collecting. I saw one with a thumbhole hand carved walnut stock, safari 3 leaf sights, drilled and tapped reciever with leapold scope base and jewled bolt for $400 at one of my frequent haunts. They said it was so cheap becasue they considered it a "bastard" and not mil-spec.

Look around, you'll find one. The CMP program is a wonderful source. I'd expect a waiting list for the 1903A3's though.

If you were in the service, your DD-214 is proof of the marksmanship requirement. So is a CCW. Otherwise you can go to a range and have a RSO or other officer sign a document (on the CMP website) that shows you have some level of shooting skills. You need not take part in a formal match.

If you aren't a member of one of the 1800 listed organizations, you can join the Garand Collector's Association (GCA) for $25 at the time you submit the paperwork. That qualifies you for the membership portion.

If you live near the CMP North Store (Camp Perry OH) or the newly-opened South Store (Anniston AL), or want to travel to either one, you can go to the store, fill out the paperwork, provide the docs listed on the eligibility requirements page on the CMP website, and you can buy right away. Just bring money!!:lol:
