Will the M1 Garand cycle correctly if it is fired from waist level or does it need to be tightly held against the shoulder?

The Garand will fire from ANY position you hold it.It was,and still is,one of the most reliable rifles ever made.
Doesn't matter where or how you hold it, it'll fire. The reasons for holding it tight against your shoulder is to give it a solid base for steady aim and to keep it from knocking you on your tushy when you fire it. Try it sometime. Hold it about 3 inches from your shoulder and fire it. You'll NEVER do that again.

I shot mine into a hill once from the hip and it worked just fine.

The Garand is also quite controlable when "bump firing" from the hip, but watch out for the ejecting clip. Fun to do a clip this way, once in a while, but expensive both in terms of ammo and barrel life.
