powder or bullet weight?

what does it mean when it says 55gr?
is this the amount of powder in the shell?
or is this the size of the bullet?

sorry, i am sure this is a dumb question but i still want to know.

Loaded ammunition invariably specifies bullet weight and type, eg

.223-55 gr. FMJ- 55 gr. full metal jacket

.223- 55 gr. HP- 55 gr. hollow point

.223-62 gr. FMJBT- 62 gr. full metal jacket boat tail

In the black powder days the second number was the amount of black powder in grains, 45-70 was a .45 caliber bullet and 70 grains of black powder, that's left us with 30-30, 30-40, and 45-110 even though they are not loaded with black powder any more. On loaded ammo today the manufactuer doesn't put the amount of powder on the box only the weight of the bullet.
