Is taking a 5 round RUGER factory mag body "can be bought at Brownell's for less than $8.00"and modifying it to a 10 round or more mag,in volation of any FEDERAL laws?

Any time you modify a magazine to a capacity greater than 10 rounds, it is a violation of Federal law. You can work on pre-ban mags and change followers, springs, and maybe even the floor plates, but as long as you don't mess with the mag body itself there is no legal problems with it. But anytime you try to make a mag into a high capacity one, when it wasn't originally, it could cause you a problem. Now if you were to modify a factory Ruger 5 rd. mag into one that held 10 rds., I doubt there would be any problems. Best bet, buy some Ruger factory, John Masen or PMI high caps and don't worry with it. Also, there are a gazillion aftermarket 10 rounders floating around, you might try some of those. Eagle, John Masen, Millett, USA, Pro Mag and a variety of other companies make mags. Some of them are as cheap as $10-12 for ten rounders and may be decent mags. If you are going to go through with this plan, consult someone from in here that knows for sure or check with the ATF before doing so, just to be on the safe side.
